Harrison County Board of Supervisors (Owner) is requesting Bids for the construction of the following Project:
Espy Avenue Elevated Water Tank
MCWI No.: 375-2-DW-5.15
Sealed Bids for the construction of the Project will be received by the Board of Supervisors of Harrison County at the First Judicial Courthouse, Board of Supervisors Conference Room located at 1801 23rd Avenue, Gulfport, Mississippi,
until Tuesday, November 26, 2024, at 2:00 p.m. local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
Construction of a 500,000 gallon single pedestal elevated tank and associated site work. Extension of a 12” and 16” water main and connection to Harrison County Utility Authority’s water system and 12” water main and connection to City of Pass Christian’s water system. Installation of gravel driveway and erosion control/vegetative restoration.
Sealed Bids must be on file with the Clerk of the Board prior to the opening date and time as stated above. Sealed Bids must be sealed and clearly marked on the outside envelope as indicated Bid for Espy Avenue Elevated Water Tank to be opened November 1, 2024. Sealed Bid envelopes not so marked are submitted at the risk of the perspective Bidder and the County assumes no responsibility for the premature opening of same by any County employee. All bids must be on file with the Clerk of this Board on or prior to the hour and date first mentioned above. Bids sent through the mail should be addressed to the Board of Supervisors, care of the Chancery Clerk’s Office, Post Office Drawer CC, Gulfport, Mississippi 39502. Bids delivered in person must be delivered to the Clerk’s Office in the First Judicial District Courthouse, Gulfport, Mississippi.

Bidding Documents may be viewed and downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

Prospective Bidders may examine the Bidding Documents at the Issuing Office on Monday through Thursday between the hours of 8:00 A.M. and 5:00 P.M. and Friday between the hours of 8:00 A.M. and Noon.

All interpretations of drawings and specifications shall be directed to Overstreet & Associates, PLLC, Andrew Levens, P.E. via email at andrew.l@overstreeteng.com. Questions received less than seven (7) days prior to the date for opening of Bids may not be answered.
Bids will be received from a single prime Contractor. Bids shall be on a unit price basis as indicated on the Bid Form.
Bid security shall be furnished in accordance with the Instruction to Bidders.
For bids exceeding $50,000.00, Bidder mut indicate his Certificate of Responsibility Number on the outside of sealed bid as required by Mississippi Law. Effective July 1, 2010; Per MS Code 31-3-21(3); any bid submitted by a nonresident contractor which does not include the nonresident contractor’s current state law pertaining to such state’s treatment of nonresident contractors, shall be rejected and not considered for award. If no such law exists in the non-resident contractor’s state, then the non-resident contractor may provide a statement to that effect.
If the agency is closed for any reason, including but not limited to: acts of God, strike, lockouts, riots, acts of war, epidemics, governmental regulations superimposed after the fact, fire, earthquakes, floods, or other natural disasters (the “Force Majeure Events”), which closure prevents the opening of bids at the advertised date and time, all bids received shall be publicly opened and read aloud on the next business day that the agency shall be open and at the previously advertised time. The new date and time of the bid opening, as determined in accordance with this paragraph, shall not be advertised, and all Vendors/Bidders , upon submission of a bid, shall be deemed to have knowledge of and shall have agreed to the provisions of this paragraph. Bids shall be received by the agency until the new date and time of the bid opening as set forth herein. The agency shall not be held responsible for the receipt of any bids for which the delivery was attempted and failed due to the closure of the agency as a result of a Force Majeure Event. Each Vendor/Bidders shall be required to ensure delivery and receipt of its bid by the agency prior to the new date and time of the bid opening.
The Board reserves the right to accept or reject any or all bids or any part of any or all bids based on a lowest and best determination. If the Bid documents request separate bids on phases or items of a project, the Board reserves the right to accept or reject any or all bids or any part of any or all bids based on a lowest and best bid determination on each phase or item for which a separate bid is requested.
The Board reserves the right to reject any and all bids, and to waive informalities.
Bids may be held by the Owner for a period not to exceed sixty (60) days from the date of submittal for the purpose of reviewing the bids and investigating the qualifications of Bidders, prior to awarding of the Contract. No bidder may withdraw his bid within sixty (60) days after date of submittal.
Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, materials or supply needs.
All contracts awarded under this Advertisement will be funded in part by anticipated funds from the Mississippi Department of Environmental Quality (MDEQ) through the Mississippi Municipality and County Water Infrastructure Grant (MCWI) Program. The successful Bidder will be required to comply with all MCWI Program regulations and requirements.
Pre-Bid Conference
A Pre-Bid Conference for the Project has not been scheduled. If required, a Pre-Bid Conference will be scheduled by addendum.
