Notice is hereby given that sealed bids will be received for the project named below by the West Bolivar Consolidated School District.

Project Identification: 24073 – West Bolivar Consolidated School District Shaw School Bleacher Upgrade

Project Location : Shaw School, 214 Dean Blvd, Shaw, MS 38773.

Owner: West Bolivar Consolidated School District, 909 Hwy 8, Rosedale, MS 38769.

Owner's Representative: Mr. L’Kenna Whitehead, Ed.S, Superintendent

Architect: Dale | Bailey Architects, An Association, One Jackson Place, Suite 250, 188 East Capitol Street, Jackson, MS 39201.


The project scope of work includes the removal of existing bleachers, foundation and press box, furnish and install new bleachers, press box and concrete pads located at the Shaw High School Football field.

Owner will receive sealed lump sum bids until the bid time and date at the location given below. Bid proposals must be delivered in a sealed envelope marked plainly on the outside of the envelope with the following: "West Bolivar Consolidated School District Shaw Bleacher Upgrade; Project number 24073 to be opened October 31, 2024". Envelope shall be addressed to Mr. L’Kenna Whitehead, Ed.S, Superintendent, West Bolivar Consolidated School District, 909 Hwy 8, Rosedale, MS 38769.

In addition, the envelope shall list the bidder’s Company name, Company address and all applicable state and local license and registration numbers of the bidder. Envelopes not so marked are submitted at the risk of the bidder as the Owner and Architect assume no responsibility for the premature opening of any bid envelope by any employee of the Owner or Architect. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:

In addition, Electronic bids may be submitted through the website www.dalebaileyplans.com. Electronic bids are not required by the West Bolivar Consolidated School District but offered as another means to submit a bid. Single stipulated sum bids will be received for all work required by the contract documents in accordance with the Instructions to Bidders

Bid Date: October 31, 2024.
Bid Time: 2:00 p.m., local time.
Location: West Bolivar Consolidated School District, 909 Hwy 8, Rosedale, MS 38769.

Proposals shall be submitted in duplicate only upon the blank proposal forms provided with the specifications and must be accompanied by Proposal Security in the form of a Certified Check or acceptable Bid Bond in the amount equal to at least five percent (5%) of the Base Bid: such security to be forfeited as liquidated damages, not penalty, by any bidder who fails to carry out the terms of the proposal, execute a contract and post-Performance and Payment Bonds in the form and amount within the time specified. The Bid Bond, if used, shall be payable to the Owner.

Bids will be thereafter publicly opened and read aloud.

Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount. No bids may be withdrawn for a period of 90 days after opening of bids. The Owner reserves the right to reject any and all bids and to waive informalities and irregularities.

The owner reserves the right to postpone action and final decision for a period of up to ninety (90) days.

A Pre-Bid Meeting for all bidders will be held October 17, 2024, 10:00 a.m., local time at the school district office. Prospective prime bidders are requested to attend.

Bidders' Questions: Architect will provide responses at Pre-Bid Meeting to bidders' questions received up to two business days prior to meeting.

Printed Procurement and Contracting Documents: Obtain after October 2, 2024, by registering at www.dalebaileyplans.com.

Bid documents are being made available via original paper copy or digital CD. Plan holders are required to register and order bid documents at www.dalebaileyplans.com. Bid documents are non-refundable and must be purchased through the website. All plan holders are required to have a valid email address for registration. Bid Documents will only be made available to plan holders as entire documents. Partial sets will not be issued.

Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work thirty (30) days after the Contract Substantial Completion date of May 1, 2025. The work is subject to liquidated damages.

Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.
