023-24 Merchant Services Program at JAN #15931

The Jackson Municipal Airport Authority ("JMAA'') is requesting proposals (each a "Proposal") to provide related services (the "Services") to JMAA in connection with the Merchant Services Program at JAN, JMAA Project No. 023-24.

Project Background
JMAA desires to secure a merchant services contract with a reliable credit card processing firm that can provide competitive processing fees and relevant value-added card processing features. JMAAs current card processing agreement was executed three years ago. The proposed RFP solicitation will allow JMAA to compare current market rates. JMAA currently cannot accept mobile payments like Apple Pay and Google Pay. The results of this solicitation will improve customer experience by providing JMAA customers with more payment options.

Scope of Work
The services to be provided include but are not limited to the following: Baseline scope:  Process 3rd party customer data on behalf of JMAA at its airport facilities (parking, badging, other).  Securely collect customer CC data and process it by crediting money to JMAA-designated financial institutions.  Use and fully utilize (to the extent technically feasible) JMAA’s existing payment terminals & related equipment/services.  Enable customers to use seamless/cardless-based applications such as Apple Pay and Google PayThe Extended Scope:  Potential co-branding opportunities with JMAA should include a program, issuance of physical or digital cards, launching a loyalty program, and prepaid VIP cards.  Example 1: Benefits, which allows customers VIP Level access to parking and discount benefits for prepaid services.  Example 2: Co-branded JMAA Card with benefits such as waived credit fees and premium access to JMAA facilities (parking and badging).

Pre-Submission Conference
JMAA will hold a non-mandatory Pre-Submission Conference on Wednesday, June 26, 2024, at 10:00 a.m. (CST) in the Community Room, Third Floor of the Main Terminal Building at JAN. Sealed Proposals
Sealed submissions to perform the Work will be accepted by JMAA until 4:00 p.m. Central Standard Time (CST) on Friday, July 12, 2024 (the "Proposal Deadline"). JMAA invites Bidders and their authorized representatives to be present at the Bid Opening.

Evaluation of Proposals
After evaluation in accordance with the criteria set forth in the RFP, JMAA will initiate negotiations with the Respondent ranked first on the list. If such negotiations fail to produce an agreement, in form and content, satisfactory to JMAA, within a reasonable period of time, then JMAA may reject the ranked Respondent. In that event, JMAA will follow the same process with the other Respondents, in the order of their ranking, until a Respondent agrees to and enters into an agreement satisfactory to JMAA.
